Federal home energy programs in California: status and dates

HEEHRA Phase I (federal HEEHR) via CEC and TECH Clean California

federal rebate (state-run)

Status: launched Oct 2024; single-family rebates fully reserved (waitlist) as of Feb 24, 2026

The CEC page says that as of Feb 24, 2026 single-family HEEHRA rebates are fully reserved statewide, unapproved requests are waitlisted, and no new income verifications are being accepted. Phase I offers up to $8,000 (under 80% AMI) or $4,000 (80-150% AMI) per single-family home for a heat pump HVAC, and up to $14,000 per unit for multifamily. Rebates are not retroactive and only go through TECH-certified, HEEHRA-trained contractors. The CEC says HEEHRA is still available statewide for multifamily and that Phase II is not yet available.

Not confirmed or worth knowing: The same CEC page's timeline notes single-family reservations reopened Oct 2025 with added funding, then the status line says fully reserved Feb 24, 2026. Current availability may differ by region; the CEC points to TECH Clean California's budget report.

CEC says DOE approved its $291M HOMES application in Jan 2025 and 'HOMES rebates are not yet available'. Funds are split between the Equitable Building Decarbonization Direct Install program (60%, no-cost retrofits for low-income households via three regional administrators) and a statewide Pay for Performance program (40%) for households regardless of income.

LIHEAP weatherization via local providers; Low-Income Weatherization Program (LIWP)

CSD says LIHEAP can provide weatherization through local providers. LIWP provides no-cost solar PV and efficiency upgrades primarily for low-income farmworker and multifamily affordable housing.
