Federal home energy programs in North Carolina: status and dates
Energy Saver North Carolina (HOMES and HEAR)
federal rebate (state-run)
Status: available statewide in all 100 counties (HEAR rules changed Sept 1, 2026)
NC DEQ says Energy Saver NC launched Jan 16, 2025 and became available in all 100 counties (Feb 10, 2026 release; more than $200 million available). HOMES offers up to $16,000 and HEAR up to $14,000. After DOE guidance of May 29, 2026 (Program Notices 26-1 and 26-2), DEQ says that from Sept 1, 2026 HEAR rebates are not allowed for replacing gas or other fossil-fuel appliances, electric-to-electric upgrades are allowed, and insulation and air sealing may be required alongside a HEAR heat-pump project. DEQ says applicants with fossil-fuel systems should still apply because other upgrades may qualify.
