Federal home energy programs in Wisconsin: status and dates

IRA Home Energy Rebates (HOMES and HEAR) via Focus on Energy

federal rebate (state-run)

Status: available (HEAR rules changed Sept 1, 2026)

Focus on Energy, chosen by the Public Service Commission of Wisconsin to deliver the programs, says HOMES and HEAR are available ($149M allocated). All homeowners can use HOMES (home energy assessment required); HEAR is for households at or below 150% of area median income (100% of project cost up to $14,000 under 80% AMI; 50% for 80-150%). Per the PSC's Office of Energy Innovation: for DOE-driven changes effective Sept 1, 2026, heat pump water heaters, heat pump dryers and electric cooking are only eligible when replacing existing electric equipment, and heat pumps for heating/cooling may be installed in any home but an existing fossil fuel system must remain. HOMES eligibility was not affected. By August 2026 the program had paid over $17M in rebates (OEI newsletter).
